Four institutions from Germany, the Netherlands, Poland and France make up the consortium. A research team of seven, together with a Sounding Board of practitioners from across the EU, carries out the work.

The University of Bonn coordinates the project and is responsible for the German national contribution, bringing in expertise on the German implementation of EU mutual recognition instruments and on fundamental rights in detention.

District Court of Amsterdam

The Netherlands

The Rechtbank Amsterdam — the only Dutch court competent to decide on surrender proceedings under the EAW — contributes the national perspective of the Netherlands and is part of the management team.

EU-wide expert input

To ensure that the project's outputs are useful EU-wide and do not merely reflect the perspective of the four consortium Member States, a Sounding Board composed of approximately 23 practitioners — judges, prosecutors and defence lawyers from the non-participating Member States — accompanies the project. They are consulted when refining research questions, discussing preliminary findings and finalising the recommendations.
